Curious to know what or who is NVOCC, or just want to learn how AFL’s NVOCC shipping solutions works? This page is a great place to start.

What is a Non-Vessel Operating Common Carrier or licensed NVOCC?

A non-vessel operating common carrier (NVOCC) is a shipping company or an individual that provides vessel sea freight services but does not own or operate the vessels. One of the most important things to know about any NVOCC freight forwarding company is they are responsible for planning shipments. They work directly with shipping carriers to successfully get your cargo exported. For example, a NVOCC freight forwarder will help you prepare and process relevant shipping documents, negotiate rates with various shipping lines as well as receive and deliver cargo to international locations. A license from the Federal Maritime Commission (FMC), a US federal agency that regulates ocean-based transports in the US, is required before a company or broker can operate as a NVOCC. The certification requires that the company or individual has a minimum of 3 years of experience handling shipments and 6 references from clients. But keep in mind that a non vessel operating common carrier is not to be confused with a freight forwarder.

Bill of lading Is a legal document issued by a carrier to a shipper, which specifies the type of a shipment, the origin and destination points of the cargo, and other related details. Usually, this document is issued by a VOCC or carrier that owns the shipping vessels. However, a NVOCC license from the FMC also allows NVOCC freight forwarding companies to issue a bill of lading or an equivalent document.
